Library Columns which are temporarily inactive for a given list should be marked as inactive in menu. When trying to sort an empty column, button has click feedback but nothing happens. 

Reproducible: Always

Steps to Reproduce:
1.Navigate Bookmarks/Organize Bookmarks
2.Click 'Recent Tags' in the Left Panel
3.Verify tags being listed in library table 
4.Try to sort the tag list using "tags" criteria by clicking on the "Tags column" 
Actual Results:  
"Tags" button should not be active and properly marked. 

Expected Results:  
Button has on-click feedback but nothing happens, since the column is empty.
