Be sure you install the "Walnut" theme from https://addons.mozilla.org/en-US/firefox/addon/122/



Reproducible: Always

Steps to Reproduce:
1.Install the walnut theme (see details) 
2.Navigate View/Toolbars/Customize
3.Check the "Use small icons" option
Actual Results:  
Icon size are set by theme. Checking the menu option "Use small icons" does not trigger the menu's size changing. 

Expected Results:  
Icon size should change for menu items

Note: Tested only on winXP
