Do as with removing tags except backward.

Other minor fixes which came along for the ride:
* Add a new (nonexistent) tag. Remove it. Then start typing its name in the Add field again. It should appear in the autocomplete menu.
* Even when you're an admin, tags should be normalized to their canonical case onscreen when added.
