If download manager pops-up while repositioning a tab, Firefox locks up

When I initiate a file download from the web then immediately start to reposition a tab prior to the SAVE AS dialog appearing, and it appears while I am dragging (but have not yet dropped) a tab, then Firefox locks up.
Reproducible: Always
Steps to Reproduce:
1. Initiate a file download from the web, e.g. a PDF
2. Start repositioning a tab -- drag but do not drop it yet. You must begin this action prior to the SAVE AS window appearing.
3. When the SAVE AS window appears it will lock Firefox and you will have to kill the Firefox process.
Will happen every time, provided you are in the process of repositioning a tab when the SAVE AS dialog pops up.
Actual Results:

Expected Results:
Tab repositioning should have been canceled as soon as a model dialog (like SAVE AS) popped up.
I forgot I had a Firefox theme (Chromifox Basic) installed, and wondered it that was causing the issue.
So I tested on a vanilla install and could still reproduce.
IMPORTANT NOTE ABOUT REPRODUCING: You need to set your Firefox to 'show the Downloads window when downloading a file' and also tick 'always ask me where to save files'. Additionally, when the Save dialog first appears, you need to tick the option to 'do this automatically for files like this from now on' -- i.e. when you download a PDF it automatically asks you for filename and where to save it instead of popping up the earlier dialog that asks if you want to open or save it. In TOOLS > OPTIONS > APPLICATIONS > CONTENT TYPE .pdf should have something other than 'always ask'.
