I considered adding a separate MDC page for this error (as ted, bsmedberg, and I discussed on IRC), but now that I think about it, this error might be caused by a variety of problems, so linking to the Windows SDK MDC page is probably the right thing to do.
I can add a note to the SDK page indicating the user may need to run the SDK Configuration Tool after installing a new SDK.
