On Windows 7, when the navigation bar is removed, and the Firefox window is not fullscreen, the minimize, maximize and close buttons appear slightly cutoff at the bottom.

Reproducible: Always

Steps to Reproduce:
1. Remove the navigation bar (through Customize -> Navigation Toolbar).
2. Uncheck 'Tabs on Top'.
3. Restore down the window (so it is not fullscreen).
Actual Results:  
The minimize, maximize and close buttons appear slightly cutoff.

Expected Results:  
The tab bar could move just a few pixels lower, to give some room.

From the screen shot, it looks like this isn't the same as the personas issue.

I've see some comments on various sites for 4b1 about how come there is no longer any gap between the top toolbar and the controls/menu button.  People said almost the same thing if you just fill up your tab bar with tabs so everything shows up, the gap is so small or non existent.

Do we really want the two UI to be so close together?  I think it would look nicer if their was more gap again.
