Reproducible: Always
Steps to Reproduce:
1. Create an App Tab
2. Scroll down with mouse wheel over tab bar
3. Scroll up with mouse wheel over tab bar
Actual Results:
Nothing happens
Expected Results:
Should scroll tab bar.
Additional steps between 1 and 2 above: Add enough tabs to overfill the tab bar.
Actual results (for me):
It scrolls the partially visible tab on the left completely into view, but doesn't scroll through the rest of the tabs.

This lets scrollByIndex take into account unreachable items when determining the target item. _canScrollToElement has been added in bug 563730. tabbrowser.xml overrides it and returns false for app tabs.
