From the discussion in Bug 514739, specifically https://bugzilla.mozilla.org/show_bug.cgi?id=514739#c25, the ability to set this option should be removed, since both methods of setting it have been removed from Firefox in Bug 514739 and Bug 416557--which I will finish shortly.

Mehdi, Faaborg, & Boriss, there was talk of removing this functionality completely. Just wanted to let you know about it. What are your thoughts?

The most important part is getting it out of the context menu.  I'm fine with keeping this around as a site specific pref with an exceptions window for the strange subset of users that really need to reduce bandwidth or protect their identity for certain domains.  It's clunky, but in a third level UI it doesn't really do much damage.  That said I'm also fine with removing it if we want to simply code, reduce testing, etc.
