Seperate 'progress' from 'activity' in the progress bar

Details

The current progress bar shows the progress of the page loading. However, what people really want to know is 'when can I interact with this page'. Therefore, we should let the 'progress' bar really indicate how long until the page is ready to be interacted with. We can be smart about this on sites where images, video, audio are the main content (by analyzing size vs amount of text perhaps). Recommendation: 1. Change the progress bar to better correspond with when the page is 'interact-able'. 2. Be smart about knowing when the main content is multi-media and reflect this within the progress bar.

Looks like outdated and should be resolved.
