Vlad suggested in bug 573948 comment 34 that it's currently difficult to accurately time the speed of our image decoders.

If we're going to work on speeding up the decoders, we first need to be able to time them.
I'm WONTFIX'ing this because the methodology I used in bug 573948 comment 36 is sufficient for what I need, at least right now.
