I've seen many bugs with a message in the whiteboard to read a comment before commenting.  And many times non-regular users don't see that and comment anyway with garbage remarks.  

It would be helpful to have a field right below the summary that said Read Me: in big red letters or something to draw the users attention.  And then you could repeat the comment you want people to read there in the readme.

Hmm. Yeah, I see the usefulness of your suggestion. I think that a more generic system would be to allow general tagging to highlighting of comments, though, and then perhaps a list at the top of which comments where highlighted, or the ability to show only highlighted comments.
