Attachment: AUS patch to fully throttle 3.6.7 updates

release-drivers asked that we halt updates to 3.6.7 -- this patch does so for all 3.6 versions that have a reasonable amount (> 1,000,000) of users on them. I didn't think it was worth adding all the betas and alphas.

We'll need to back this out completely when we push updates to 3.6.8 live.
