+++ This bug was initially created as a clone of Bug #580803 +++
The whole patch in the bug 580803 caused too much not so easy to investigate orange. So lets try to land it by pieces. In particular, the changes related to eliminating of thread-local memory pressure counter could be moved to a separated patch in this bug.
