Drag and Drop bookmarks leaves invalid link and no name

Details
Dragging and dropping URL's from the bookmark bar to the desktop or any other
location add's "http%3a//" after the http:// of the link location. Adding to
this there isn't a name left for the bookmark. It is left as a NULL link. This
has occurred with nightly builds 20001017-till present on Windows NT and Windows
98 and I assume all other windows platforms.

Do you have precise steps to reproduce the bugs? I can't seem to be able to drag
and drop URL's from the bookmark bar at all. What exactly do you consider the
bookmark bar?
