If you turn on the Inspector, there is no tick displayed and clicking it again is one of two ways to disable it, so it ought to do.

The same's true for Web Console.

Adds a checkbox to make sure this item behaves exactly the same way the item in main menu does.
The Web Console item is bug 583218
