IMG with %height and %width disappears

Details
If there is an IMG tag with both height=%nn and width=%nn within CENTER tags,
the whole IMG tag seems to disappear. (i.e. the browser doesn't even attempt to
download the image and no ALT or TITLE tags show either)
It appears to work without the CENTER tags.
Tested under both Win98 and Linux using several recent builds.

Marking this as a dup of bug # 33443 (IMG HEIGHT="xxx%" doesn't work under all
circumstances).
