Can someone with an IPC build please bisect this?

Also, do we have any more details on what "does not work" mean? Does plugin-container.exe start? Does it load the Silverlight DLL? Does the plugin load successfully but just works badly?

Actually it just shows a image to "install Silverlight" when you go to a webpage. Meaning it doesn't try and run or recognize you have Silverlight installed. Though AOM still knows about the plugin and turning off OOPP didn't make sites recognize Silverlight was installed.
cc'ing Jimm also as I think we've seen something similar before when OOPP was being implemented. If I recall, new versions of Silverlight did the same thing.

Has this been fixed now that bug 286382 has been backed out?

Yeah, Silverlight is working again in today's Nightly.

In today's build, the Silverlight plugin is working on some sites but not all :
http://www.bing.com/videos/browse : It is playing Flash instead of Silverlight
http://www.70-billion-pixels-budapest.com/index_en.html# : It does not detect the silverlight plugin

That's expected as both of those issues are resolved by UA Spoofing with something like Firefox/3.6.8 - which is a website problem. This bug is about it actually running in general, and not related to UA Sniffing issues.

FWIW, I tested a local backout of bug 286382, and I can confirm that this was actually happening because of the patch landed in that bug.
