I've had to switch to only flushing if it's a layout flush for now...
The test is also broken if I make nsTreeBoxObject::GetTreeBody always flush layout.

I wonder whether this is even still an issue...

Well, treeboxobject is gone, so definitely not an issue anymore. ;)
