fast-update.pl was a way to speed up CVS checkouts, by using wget or lynx or curl to fetch the Bonsai cvsquery page and parse it for checkins to a particular directory since the last check, and only touch CVS when it knew something would have changed in the directory you were interested in.
This is why when greybeards say "You aren't half as glad we're shut of CVS as I am" they really mean it.
cvsco-fast-update.pl was a way to turn fast-update.pl into a replacement for cvs checkout, mostly for someone's tinderbox client, and for a rewrite of the tinderbox server that never got deployed.
cvsco.pl sounds like it would be part of the same thing, but actually it was something else, only ever used by config/java.inc, which was removed in 2006 by bug 335180.
