Consumers of the Weave.Service API may call login(username, password, passphrase) to set up the client. This will not send the weave:service:setup-complete notification, however, thus fail to start trackers.

Have Weave.Service.login() send the weave:service:setup-complete notification if called with parameters (and the client was previously not configured).
