586567 - on talos osx64 slaves, need to disable the "ok to launch" dialog

We already had to disable the "your downloading from the internet" dialog, and now it seems that some files downloaded are also launched during the xpcshell test.  the com.apple.LaunchServices default for LSQuarantine needs to be set to False.

Currently this isn't even touched on the reference platform.

My thought is to do the call on a talos osx64 and copy that to the ref platform

Not sure what to update on that page - this change will go into the puppet manifest for Snow Leopard and also Leopard and shouldn't require any post-install tweaks

We try to keep track of those changes on the wiki so people from outside our team can know what we deployed into the machines to make them work.
It also helps us when we are coming to touch a platform that we have not work with before (another releng has set it up or added tools and made changes).

What I did for the Mercurial change I deployed is to add a changeset link once deployed and write the equivalent steps I would have done to get this deployed manually rather than through puppet.

Get a hold of me on IRC if it still does not make sense or you have any suggestions on how to improve this.

Oh I see - ok, I'll add the two plist changes we had to do so that the xpcshell test runs worked.

I didn't update Test/SnowLeopard but instead updated Test/Leopard as it needs to be done for both and I saw that Test/SnowLeopard has a reference to Test/Leopard
