Perhaps a "Save to file" button in addition to the "OK" and "Cancel" buttons in the xpi installation confirmation dialog?
Per discussion in the IRC chatroom and with Boris Zbarsky, I am confirming this. Downloading a plugin at each update is too heavy. Fabian.
