Reproducible: Always Steps to Reproduce: 1.open firefox 2.click the + button to open a new tab 3.close the previous tab that was opened when firefox opened 4.with only that blank tab, select "new tab" on the small down arrow on the right Actual Results: system doesn't open a new blank tab Expected Results: should open a new blank tab
