The small button on the right, just above feedback option is not working if user only has a blank tab open.
Reproducible: Always
Steps to Reproduce:
1.open firefox
2.click the + button to open a new tab
3.close the previous tab that was opened when firefox opened
4.with only that blank tab, select "new tab" on the small down arrow on the right
Actual Results:
system doesn't open a new blank tab
Expected Results:
should open a new blank tab

Reporter, do you still see this problem when using a current version in safe mode? http://support.mozilla.org/kb/troubleshoot-firefox-issues-using-safe-mode
If you no longer see the problem, please set status to resolved and resolution to WORKSFORME.
If you do see the problem, please update comments on how to reproduce.
