App tabs are tabs which aren't easy to close. It doesn't make sense to open the addons manager in one by default.

Resolution: --- → WONTFIX
But in-content UI shouldn't be easy to lose either. With the App Tabs you have the ability to create toolbars, why not place a close button on that toolbar?
