It is difficult to display context menu "Exit Full Screen Mode" by
right-clicking, if browser is "Tabs on Top".

Double titiebar appears in popup window, 
if set browser.tabs.closeWindowWithLastTab to false

Reproducible: Always

Steps to Reproduce:
1. Start Minefield with new profile
2. set browser.tabs.closeWindowWithLastTab to false
3. Restart browser
4. Open URL ( http://www.pcurtis.com/popup.htm )
5. Crick on Image

Actual Results:
 Double titiebar appears in popup window

Expected Results:
  There should be only one titlebar.
