As far as I can tell, the whyBlockedButton handling in BrowserWrapper's performCommandForXULElementWithID, plus the associated code in BWC for showMalwareDiagnosticInformation and showSafeBrowsingInformation, is all dead code.

It's been dead since bug 480207, when we changed the "Why Is This Site Blocked?" button from a button into the generic link to cbo/documentation/security/#safebrowsing; I didn't realize at the time that I needed to remove all of it.
Bug 585535 might still want this code, depending on what we need to do.
