If there is a notification pending in the location bar for a blank tab, opening the Add-ons Manager doesn't reuse the current blank tab but creates a new one.

Steps:
1. Create a fresh profile
2. Download a copy of an incompatible extension
3. Close all tabs and have only an about:blank tab open
4. Drag&Drop the downloaded XPI file into the blank tab
5. Click away the notification
6. Select "Tools | Add-ons"

After step 6 only one single tab should be open which should contain the add-ons manager. Right now a new tab gets opened beside the blank tab.
