59264 - Next toolbar button should be a drop down

4x parity bug.

In 4.x, the Next toolbar button would drop down.

In 6.x, should we allow you to select the same options that we have under "Go |
Next | *"?

Yes, it was in the NS6 mail spec:

Note: this spec should be updated for the next release and posted on Mozilla 
instead of gooey.

for mpt and timeless, that portion of the spec says that the Next toolbar button
will do "Next Unread Message, and have drop down list. Same as 4.5"
