In the details view of the add-ons manager the view does not get a scrollbar correctly unless the description that line-wraps has a transparent outline.
This is some block/box interaction issue, and probably the same as the general bug about it. Specifically, adding an outline causes the description block to gain an overflow rectangle which the block handling understands. Without it, I think the description may be overflowing without the proper overflow rectangle in some manner. But I didn't investigate too deeply.
