Have you tested other .ogg ? I can reproduce your steps, but it only for your stated link.
Try some sample movies yourself, and if your steps are valid, we'll just put your found issue to NEW.
Have tried (all reproduce the bug and don't play a second time):

I can reproduce in FF 3.6.10 and in trunk builds on Windows 7 64-bits.
When the ogg file is opened a second time in a new tab, it stays in a loading state. If you empty cache then it plays fine.

The testcases here now no longer exits. Maybe this is a dupe of bug 661904?
Stefan, can you test this again with the latest Nightly and try clearing the cache? If it works after clearing cache, this is likely a dupe of bug 661904, as Chris points out in comment 6.

It is mentioned in the comments of Bug 661904 that if you stop the stream before close the tab, then the bug won't show up.
