monitoring.php, cleanup.php (now with new ttl logic), refresh_accounts.php and table_purge.php all need to be migrated to the new setup. Seems like the simplest approach is to rewrite them in python, rather than try to retrofit the php.

The best way to do this in Python is to reunite all scripts in the same "syncadmin" package we can install and version. Python provides ways to install scripts as console scripts on a target system, which is really handy for Ops. Let me know if you want me to set up the syncadmin skeleton for you.
