I need to remember to enable official branding in the mozconfigs.

Here I'm copying the 2.0 configs to 4.0 configs, and updating 2.0a1 build2 -> 4.0b1 build1. This is for deb signing.

I wanted to rename all the files to be right, but I think keeping the size of this particular diff down is the right thing to do. I'll follow up with renames when it's not as urgent. I: - updated 2.0 configs -> 4.0 configs in debsign/ - reenabled --enable-official-branding in the mobile-browser release mozconfigs - updated release-fennec-2.0.py with the tip-of-relbranch revisions, added the relbranch override, and bumped the versions. - pointed release_mobile_config3.py to release-fennec-2.0.py

14 hours later, I have staging 4.0b2 bits that 4.0b1 can potentially update to. Tomorrow I will put the apk on people.m.o and the snippet on the betatest channel, and we can test release updates.
