We're probably going to need to do 4.0b6, 3.5.13, and 3.6.10 somewhat simultaneously, let's make sure we're prepared to do so.
I chose to put it on pm because it seems the least heavily loaded.

set-up master3.cfg for releases, add symlinks, setup-master.py entry
New master is set up here: http://production-master.build.mozilla.org:8011/builders
