"default plugin" dialog displays for each page reflow

tested with build 2000110808 on red hat 7.0 on a PIII
changing the font size invokes the "default plugin" dialog everytime.
steps to reproduce:
1 go to http://java.sun.com/ without java plug in installed
2 get the "default plugin" dialog, as expected
3 change the font size via view/text size/larger or [ctrl]-[wheel mouse] (or as
per prefs)
4 notice "default plugin" dialog displays
expected behaviour: get the "default plugin" dialog only once per page, when
the page loads.
this also happens on pages with shockwave movies when the shockwave plugin is
not installed.
this behaviour forces the user to click "cancel" once for each scale the font
size should be changed to, for example, this prevents jumping from 100% to 200%
using the mouse wheel.

I see this on linux trunk build 200110908.
I also see the dialog every time I open/close the sidebar or change the width of
the browser window. This is a reflow interaction problem. Changing the summary
accordingly.
