We'll need another l10n.ini in mobile-browser to kick off the branch builds once mozilla-central is branched. I'll bring up a patch.

Simple patch, just hg cp'ed the one for 1.9.2 and changed the version number.
There's no problem with landing this before we got the branch, but we'll need it for the builds, thus more of an ASAP.
