Edit-Preferences tree doesn't properly get a scrollbar

So I get into the Preferences dialog. The first thing I do is to
click on the blue arrow on a side of the word "Advanced". As you
can notice, the tree doesn't get the needed scrollbar even if the
contents after the subtree expansion would require that. A little
fiddling around helps to get the scrollbar ... Using latest
nightly.

Yes, I can reproduce this on Linux too, but had to adjust the dialog size to
actually see this (the default size was big enough that a scrollbar was not needed).

A bugzilla query with "debug scrollbar" as "all words" returns bug 59108.
