i'm constantly confronted with blank tabs, and it's aggravating my #hulksmash tendencies.

we should improve our bar-tab behavior to load them in the background, N at a time (where N is either 1 or maybe our pref for concurrent-tabs-to-restore):

1) once tabs-to-restore gets to zero

2) when idle

Dietrich - is this still an issue now that my followups to 586068 have landed?

I can see that occasionally the cascading background load has occasionally stopped, doesn't complete loading the full set of tabs. But this definitely happens less often.
