We're currently invalidating part of the plugin area where content can be drawn in some cases for windowed plugins. This needs further investigation.

This code is still needed.. Seems to be causing Youtube issue again, when scrolling content is drawn over plugin area.

We're in the process of removing support for plugins (bug 1677160) and bug 1687239 has removed the relevant Layout code, so this bug is irrelevant now.
