With firefox-4.0b7pre, when i open Add Ons Manager i see "Disable" button in front of each plugin which is confusing because i thought at 1st sight that they were all disabled since it is written "Disable"
Maybe it should be replaced with a toggle button : since plugins are activated by default, Firefox could display a pushed button with "Active" label or something lije that ?
Reproducible: Always

To sum up : it's not clear at 1st sight if Disable is a status (disabled) or an action

It's clearly a button and clearly labeled "disable" (verb), not "disabled" (adjective). Buttons do what they're labeled to do, so I don't see how you could expect anything else. That being said, the fact that you were confused at first is proof that it's possible, though I don't know if that's enough cause to change this. It's been this way for a very long time (at least Firefox 1.x) and I haven't heard many complaints.

Disabled addons/plugins have a button labelled "Enabled". And what comment 3 said.

They will have a button with "Enable". :) But beside that in the final design it will be easier to distinguish between enabled and disabled add-ons. See bug 590175.

Disabled addons/plugins also have "(disabled)" clearly next to their name.
