The method for hiding and showing toolbars (without using the VIEW menu)is very 
confusing for the user.  In Netscape 4.7, the toolbars can be hid or displayed 
by clicking the arrows which are in a vertical arrangement. In Mozilla (Modern 
theme), the tabs are arranged horizontally, and the arrows offer no sense of 
direction.  The arrows should be adjusted to give a better sense of direction - 
the classic theme version on Mozilla is more intuitive.

Reproducible: Always
Steps to Reproduce:
1.Click on the arrows on any of the toolbars (hides toolbard)
2. Try to bring the toolbar back to view by clicking on the arrow again
3.

Actual Results:  It was difficult to know what arrow will bring the toolbar back 
to view.

Was done using the Modern Theme; OS/2 4.0 Warp system with 200Mhz; Build M18

Confirmed. The appearance of collapsed toolbars in the Modern theme doesn't 
really make much sense at all.
