600007 - session restore with multiple windows fails to trigger actual loads in some windows

I have a two-window session with many tabs in each. When I restart to apply an update (or for any other reason), my session is restored, but one of my windows' tabs don't actually get loaded until I select them. It seems like the cascaded-load code is being interrupted somehow.

It looks like it may not be all tabs that fail to be restored in the window. I think some of the tabs load fine, but others don't.

The first four tabs in that window loaded, but the subsequent ones didn't. Switching to them loads them.

I'm seeing this too. It happened on an update restart, but I couldn't subsequently repro. I'll see if it happens again when updating to tomorrow's build.

Trying to slow down startup (dropping filesystem cache; rapidly switching windows while loading) didn't bear fruit.

I think it's fixed, but since nobody has been able to reproduce this reliably, it's hard to say.

I'm leaving it open in case there are still reports of this happening. Since it's a blocker I don't want to close it prematurely.

I'll probably leave this open until at least after b8 ships. The only people who have seen CSR are nightly users and I'd like to have the exposure of the wider beta audience.
