patch v.1

The code for wifi scanning on < Vista (it actually should be < xp sp3), is asserting and generally is a mess.

In bug 599591, I added test cases that startup and shutdown the wifi scanning code.  The patch had to be backed out because we crash/assert.

I propose we remove it.

The loss is that on systems that are running an OS lower than windows xp sp3 will only get IP location.

Makes sense to me, especially if we suspect that it's causing crashes.
