60055 - "WARNING: chrome: failed to get base url" printed several times a second

I updated my CVS from about a day ago this evening, and now I get:

WARNING: chrome: failed to get base url for
chrome://necko/locale/necko.properties -- using wacky default, file
nsChromeRegistry.cpp, line 511

to the console at the rate of 2-3 times per second when loading a URL. I also
get status bar messages of:

An unknown error has occurred (804b0008)

The last number is not always the same - that and 804b0005 are the most common
though. 804b0007 occasionally appears as well.

I used to get the chrome warning twice on startup. I just ignored the warning
previously.

I'm not really sure where this bug belongs - the file in the warning is in the
RDF subdirectory, so...

The necko.properties file does exist, and I can use the browser without problems.

I'm upping the severity on this, because its making the browser impossibly slow
to use. At leat I presume its doing that - it was faster before this happened.
Is noone else seeing this?

This is a duplicate of bug 45241, though a resolution hasn't been decided upon
yet (this patch is one of the suggested fixes).
