Steps to reproduce:
1. Go to maps.google.com
2. Tab get directions
3. Click on the first address field 

Expected result:
- The Down and Up buttons are active and usable and the user should be able to span between the buttons and fields.

Actual result:
- the form fill appears only at a second tap or if tapping B and return to A

Same issue occurs with first load of bugzilla.  focus is on text field however, the form assistant does not appear.  Refreshing of the web page will not show the form assistant.

Not the same issue since the bugzilla field as a focus set by script and the form assistant only take effect on focus given by the user.
