Mozilla crashes on low memory

Details
Mozilla crashes every time I run it. I have 128 MB mem, with 23.5 MB of
physical memory free. I have 100 MB hard drive left, and 100 MB virtual memory.
If Mozilla requires more memory, it should exit gracefully without crashing.
IE: "Mozilla needs more memory, quit programs....". I don't see why 28MB of
physical memory isn't enough. It said .3 MB physical memory left after starting
up and crashes after a while. It is ridiculous that Mozilla requires that much
memory. But either way, it shouldn't crash.
As another note, another Java console icon appears after the crash. Now I have
3 in the system tray. I added a bug about that.
