60214 - Browser does not scroll to named anchors on same page

With build 2000101015, the browser never jumps to named anchors on the same
page.  For example, go to the Sun JDK documentation for the "Color" class, at
the URL listed above.  Then click on one of the constructors or methods in the
"Constructor Summary" or "Method Summary".  The browser should scroll down to
the named anchor.  Instead it does nothing.

this is a dupe of 56285, however, will mark invalid as you are using m18, which
is outdated, and the fact that i want to reduce spam

just to add to this a bit.  This does indeed work with today's linux build
111508 as well as today's mac and win32 builds.
