When a true/false option is focused, then pushing up/down arrow key, causes the next richlistitem in the about:config to be selected. However, after that pressing up/down doesn't do anything (well, it's trying to scroll the about:config page, but that is currently broken too). So this seems like a focus issue, richlistitems in about:config can be selected, but not focused.
