Steps to Reproduce:
1. Select es-es (a language different from english) as UI language
2. Create a new bug
3. Wait for the mail
Actual Results:  
The fields in the mail don't appear translated

Expected Results:  
The fields should appear translated

It looks like /email/newchangedmail.txt.tmpl is the file that handles the contents, but I think there's a "macro"? called "diffs" that generates those lines. I'll try to investigate myself for if that can be defined anywhere and I overlooked.
