After I finish downloading the Safari 5 browser from the apple.com page, a confirmation page 
is loaded which has two scrollbars on both right and bottom of content window.

Reproducible: Always

Steps to Reproduce:
1. Go to http://www.apple.com/safari/download/
2. click on "Download now"
3. click on "Save File" and select the location of the file
4. click on "Save" 
5. Go back to the initial page
6. Inspect scrollbars 
Actual Results:  
I get the confirmation page with double scroll bars in the same frame.

Expected Results:  
 A page with only one scrollbar for width and one for height.

Note: See screenshots 

       Seen this only within the safari page. Probably it's a general problem for 
multiple frame generated pages.

Can see this on win7, same build. Can be regression from bug 371790, but it's a WFM with those steps.

This is reproduceable on 1.9.2.11 and Trunk and is WFM on a 1.9.1.14 Build.

I tried as early as 3.6.3 and I can see the issue in that version.
