A better idea than putting "ideas" on the top-level with happy/sad is linking the page from within those webpages. Mock-ups attached.
* The text should read "If you have an idea to offer us instead, send it to us through our suggestion box!"
* "suggestion box" is a hyperlink that goes to http://input.mozilla.com/idea

On the mobile submission pages, use the text "Have an Idea?" with the entire text linked.
